Briefs and responses to Government consultations

The NFRC endeavours to brief policy-makers and respond to consultations and inquiries wherever possible and relevant.  Below is a selection of recent material: 

Brief on H&S pre-qualification schemes

The NFRC produced this brief for parliamentarians attending the APPG AGM in Nov 2008.  It outlines the problems surrounding the proliferation of pre-qualification schemes and the burdens imposed on sub-contractors, including the significant costs of assessment by multiple schemes. 

Apprenticeships brief

This brief covers the approach taken by the NFRC to reforming the apprenticeships programme and highlights important questions about current age restrictions and the purpose of such training.  It calls for a less prescriptive and more demand-led model, recognising that FE colleges cannot be the whole answer, especially for roofing.

Renewable Energy Strategy consultation

The NFRC’s response to this major consultation in mid-2008 concentrated on incentives for microgeneration and the need for a comprehensive strategy to build cross-discipline skills.  It supported a cut in VAT on RMI, to boost home improvement, and stressed the importance of good, clear and impartial advice for homeowners.

Welsh Assembly Government consultation on a Renewable Energy Route Map for Wales

In addition to supporting incentives and adequate training for microgeneration technologies, the NFRC’s response in Apr 2008 highlighted the enormous opportunities for solar thermal and PV generation on commercial and industrial properties.

14-19 qualifications strategy consultation

In June 2008 the NFRC supported the CBI’s doubts about the potential of new diplomas in the trade side of construction, where problems lie more in recruitment.  Hands-on skills training is better served by working with schools through ConstructionSkills.

Inquiry into Improving Outcomes from Health Safety

The NFRC responded to the Better Regulation Executive’s review in Jan 2008, focusing on the need to tackle rogue traders and employers, who present the greatest risks.  It also supported TrustMark and the impact of the Approved Scheme Operator model on health and safety outcomes.
