CITB Funding Changes – What It Means for You
CITB has announced changes to the way employers can access training grants after September 30th. CITB claims they say this is about “simplifying” the system, but many businesses may lose out on funding opportunities, compromising future workforce development plans.
What’s Changing

Skills & Training Fund closing
The Skills & Training (S&T) Fund will close from 30 September 2025. After this, funding will be through Employer Networks (ENs).-
Employers with projects already approved will still receive their funding.

Any new applications made in September 2025 will only be paid once training has been completed, not upfront.

If you were planning to start training after September, you may not be able to access S&T funding.

Industry Accreditation uplift ending
The higher grant rate to support workers moving off Industry Accreditation cards will end on 31 December 2025. From then, grants will go back down to £600. -
Short qualification grants
From September 2025, short “Award” level qualifications will only receive £240 in grant funding, instead of £600. -
New online system
CITB will launch a new online grant portal on 24 September 2025, to make it easier to apply and track grants.
Many NFRC Member businesses rely on the Skills & Training Fund to support new trainees and upskill staff. The closure of this fund means that anyone due to start training funded by this programme after 30 September will likely miss out. NFRC is raising Members’ concerns directly with senior CITB staff to ensure the impact on roofing employers is understood and look for clarification as to why there was a lack of proper notice about the changes.
