CITB Nation Councils: Opportunity for Employers to Shape Skills Policy

The Construction Industry Training Board (CITB) is inviting employers to join its Nation Councils in England, Scotland, and Wales, providing an opportunity for construction businesses to have a direct influence on the skills priorities and investment decisions that affect the industry.

The Nation Councils provide advice and challenge to the CITB Board, bringing together industry insight on skills shortages, training needs, recruitment, and emerging challenges. Their role includes helping CITB develop its Strategic Plan and ensuring that national priorities reflect the different needs of businesses across England, Scotland, and Wales.

The opportunity is particularly relevant to NFRC Members, as roofing faces persistent skills shortages and a need to attract, train, and retain the next generation of skilled workers. Having specialist contractors represented in CITB decision-making could help ensure that the needs of roofing and other specialist trades are properly reflected in future training provision, qualifications, apprenticeships and funding.

This is especially important as CITB implements its 2026/27 Business Plan, which includes £260.1 million of investment in the construction industry, with £136.5 million being provided directly to employers through grants, funding and employer-led programmes. CITB's priorities include bringing more skilled people into construction, developing training that meets current and future needs, and supporting businesses to train and retain their workforce.

For roofing contractors, involvement could provide a valuable opportunity to highlight the specific challenges facing the sector; from shortages of qualified roofers and access to specialist training, to apprenticeship provision and the development of competence-based qualifications.

The role is aimed at senior and experienced construction professionals with a good understanding of industry challenges, training and skills. Members are expected to provide insight into opportunities and pressures within their region and contribute to discussions around CITB's priorities and performance. The positions are non-remunerated, although reasonable travel expenses are covered, and appointments can be for up to three years.
