CITB Releases Results of Survey on Levy Proposals and Make Submission to DfE

The Construction Industry Training Board (CITB) has published the provisional results of its 2025 Consensus process – the formal consultation that decides whether industry backs CITB’s funding proposals for the next Levy period (2026-29).

67.2 % of employers likely to pay the Levy said yes to CITB’s proposals

12 of the 14 Prescribed Organisations (POs) that speak for Levy-paying members, representing 89.3 % of those members, also voted in favour. 

Both tests of Consensus (a simple majority of employers and a majority of the total Levy value they pay) were comfortably passed, clearing the way for the proposals to move to the Department for Education (DfE) for ratification. The full results of CITB’s survey can be found here.  

The Proposals: 

CITB have proposed that Levy rates remain the same for 2026-29. The Levy Proposals that have been submitted to DfE alongside the Consensus 2025 results are as follows: 

  • PAYE: 0.35% 
  • Net paid (Taxable) CIS Sub-contractors: 1.25%. 
  • Increase the Levy Exemption and Reduction Thresholds to £150,000 and £500,000. 

For NFRC Members this means: 

  • No Levy if your combined PAYE payroll + taxable CIS spend is below £150,000. 
  • Automatic 50 % Levy reduction if the figure falls between £150,000 and £499,999.
