Mandatory Rooftop Solar

NFRC (National Federation of Roofing Contractors) welcomes the Government’s confirmation that rooftop solar photovoltaic (PV) panels will be the default for all new homes under the Future Homes Standard. This policy is a step on the UK’s path to net-zero and will cut household energy bills from day one. It is practical that the government has allowed for some flexibility in the regulations, as not all roofs are suitable for solar panels.

However, the measure will only succeed if solar systems are designed and installed by professionals who understand both PV technology and roofing. Most solar installers are not currently trained roofers; poor workmanship can compromise waterproofing, structural performance, and fire safety, saddling homeowners with unsafe homes or costly repairs. 

NFRC therefore calls on Government to: 

  1. Embed clear, auditable industry competency standards for companies and individuals installing PV systems on new or existing roofs, with robust sign-off and hand-over procedures. 
  2. Align these requirements with a documented warranty process so accountability for long-term roof performance is transparent. 
  3. Develop a standardised fire-test methodology to ensure PV arrays do not compromise a roof’s fire resistance. 
  4. Mandate training in safe working at height to protect both installers and residents. 
  5. Ensure competent roofing professionals with the appropriate skills, knowledge, and experience assess the roof coverings before any PV installation, to confirm it will not compromise the longevity of the roofing system and to identify and complete any necessary repairs or maintenance beforehand.
