Navigating Gateway Three: Lessons from Early Applications

Often referred to by the BSR as the “moment of truth”, Gateway Three is the final checkpoint for Higher-Risk Buildings (HRBs), where dutyholders must clearly demonstrate that a building complies with Building Regulations and is safe for residents to occupy. Only once this evidence is accepted will a Completion Certificate be issued.
Why Gateway Three Applications Are Being Delayed
To date, nine Gateway Three applications for new-build HRBs have been approved. However, the BSR has highlighted several recurring issues that are causing delays in the approval process. These include:
- Gaps or inconsistencies in fire and structural safety documentation
- Poor or incomplete change control records
- Discrepancies between as-built drawings and the systems or materials actually installed
- Issues with the integration and coordination of life safety systems
The BSR emphasises that these problems typically arise from weaknesses during the construction phase, rather than at the point of submission.
BSR Guidance: How to Prepare for a Smoother Gateway Three
To help industry improve compliance and streamline the process, the BSR has set out several practical steps that project teams should follow during construction:
- Maintain a robust and up-to-date Golden Thread of information
- Engage regularly with Registered Building Inspectors (RBIs) throughout the build
- Operate a rigorous and fully documented Change Control Log
- Carry out internal verification and assurance checks to ensure drawings, specifications, calculations, and test certificates are accurate and aligned
By embedding these processes early and consistently, project teams can significantly reduce the risk of delays when applying for a Completion Certificate.
