Common Assessment Standard Scaffolding Classification Update

Build UK has reviewed the Common Assessment Standard (CAS) and confirmed that scaffolding and temporary works do not fall within the scope of the Building Regulations that regulate “building work” unless they form part of the completed structure. 

While the dutyholder and associated competency requirements under the Building Safety Act do not directly apply to scaffolding and temporary works in these circumstances, such activities remain within the wider scope of the Act in relation to raising levels of competence across the construction industry. 

Build UK is now planning to publish an updated version of the Common Assessment Standard on 1 November 2026. Under the revised approach, competence-related questions will be moved from the Building Safety section into the Quality section, meaning they will be completed by all suppliers. Scaffolding and temporary works contractors will not be required to complete the Building Safety section unless the work they undertake falls within the definition of “building work”. 

Until the updated version is published, however, all suppliers going through CAS certification with a Recognised Assessment Body will need to successfully complete competence-related questions 135, 136 and 138, even where they are not required to complete the remaining dutyholder questions in the Building Safety section.
