CROSS-UK Appointed as Official Reporting System for Structural and Fire Safety Until 2028

The Health and Safety Executive (HSE), acting in its current role as the Building Safety Regulator (BSR), has formally appointed CROSS-UK (Collaborative Reporting for Safer Structures) as the official Voluntary Occurrence Reporting System (VORS) for structural and fire safety until at least 2028.

As a critical tool for identifying risks and promoting safer practices across the built environment, the VORS must be operated independently of both the Government and the regulator and CROSS-UK fulfils that requirement. 

Having operated the system on an interim basis since April 2023, CROSS-UK is now confirmed as the long-term provider following a competitive tender process.  

What is CROSS-UK?  

CROSS-UK is a secure and confidential system that allows professionals working in the built environment to voluntarily report structural or fire safety concerns, near misses, or incidents. Reports are anonymised and reviewed by expert panels before being published to help the wider industry learn and improve. 

Reports can relate to any part of a structure’s lifecycle, including: 

  • Design and planning 
  • Construction and installation 
  • Operation, maintenance, and management 
  • Decommissioning or end of life 

Anyone involved in the construction, maintenance, or management of buildings, including roofing contractors, project managers, architects, and engineers, can submit a report.

By contributing to CROSS, Members can help improve safety not just on their own projects, but across the wider built environment.

How to Make a Report  

Making a report to CROSS is simple: 

  1. Submit your concern via the CROSS-UK website here
  2. Your report is anonymised and reviewed by experts. 
  3. Once approved, the anonymised version is published to help others learn from the issue. 

Your personal information will never be shared, and all data is securely deleted once the process is complete.
