NFRC CPS Welcomes Mandatory Technical Competencies as Crucial Step to Continue Raising Standards
The NFRC Competent Person Scheme (NFRC CPS) welcomes the introduction of the Mandatory Technical Competencies (MTCs), which are a vital step towards improving competence, consistency, and trust across the roofing industry.
The MTCs formally set out the skills, knowledge, experience and behaviours required for individuals working under Competent Person Schemes, and will help bring greater clarity and assurance for clients, employers and homeowners.
Tanya Cooper, Managing Director of NFRC CPS, said:
“Moving from minimum technical competencies to mandatory competencies is more than a policy change, it reflects the new reality for our sector. In a post-Building Safety Act environment, competence is no longer optional, it’s essential.”
NFRC CPS recognises that procurement is increasingly shifting towards competence-led decision-making. MTCs will become a cornerstone for shaping competency frameworks in roofing, not only within Competent Person Schemes, but across the wider industry.

“Clients and employers need confidence that roofing work is being carried out by people who meet consistent, robust standards. The introduction of these MTCs helps strengthen that assurance and supports the sector’s drive for better quality and performance.”
NFRC CPS currently accredits more than 600 businesses, all of which are stringently inspected to ensure they meet the required standards and comply with Building Regulations within their recognised disciplines.
NFRC CPS’ performance record reflects the value of this approach. In 2024, only five complaints were registered against 24,263 completed works, highlighting the effectiveness of inspection, oversight and continuous improvement.
